Biography

Milton E. Potter brings a lifetime of service, practical management experience, and a clear standard of accountability to the Democratic ticket for Lieutenant Governor. Born in Tortola and raised on St. Thomas, he is a proud product of the Virgin Islands public school system. His parents, a Virgin Islands Port Authority firefighter and a salesclerk, taught him the value of education, hard work, family, and a good name.

Milton earned bachelor’s and master’s degrees from Florida A&M University. He began his career helping young people as a school psychologist and counselor, then returned home to mentor students through the University of the Virgin Islands’ Upward Bound program. That work reinforced a conviction that has guided his public service: opportunity grows when people receive both support and a fair expectation that they will do their part.

He later led human resources at the Virgin Islands Port Authority and served as the Government of the Virgin Islands’ Director of Personnel. There, he managed a $43 million budget and worked across agencies to address the everyday demands of public administration. He knows how government operates, where it falls short, and why capable people, clear responsibilities, and follow-through matters.

Now in his third consecutive term as a senator, Milton serves as President of the 36th Legislature. He has built relationships across the community and worked to address the needs of retirees, families, and people who depend on government services. He brings to the ticket a working knowledge of the Legislature and the discipline to turn plans into action.

Milton and his wife, Paulette, are the parents of two sons. As the Democratic nominee for Lieutenant Governor, he is joining Stacey Plaskett to help build a government that listens, manages its responsibilities, and earns the public’s trust through results.
